The backward tribal state of Chhattisgarh is trying to go beyond e-governance and adopting 'e-government' mechanism to streamline administration, stem corruption and make it transparent from the next financial year.
As a first step, the State would float e-tendering in the Public Works Department (PWD), Public Health Engineering (PHE) and initiate e-procurement in all departments that purchase different materials every year in a bid to check 'corruption' which is otherwise rampant in these departments. The new system would make it more transparent and accountable. The government would also adopt e-payment for clearing payments.
Talking to Hindustan Times, Aman Singh, managing director of Chhattisgarh Info-tech and Biotech Promotion Society (CHIPS), a state undertaking which designed the road map of e-governance in the state, informed that 4,000 government employees would be trained and make them computer savvy as a measure for capacity building programme.
"There would be four categories: One would be for Secretary and above officers while another one would be for departmental heads, like district collectors and officers at the level of joint secretary and special secretary. The proposed project would accommodate government employees, like section officer, tahsildar, naib tahsildar and clerks in the third category while peons and class IV employees would also be trained with basic knowledge of computer in last category. As a part of this pilot project, 4000 representatives of all the 16 districts of Chhattisgarh will be made aware of the benefits of adopting information and communication technology for development up to the Panchayat level," Singh informed.
Besides, the project would make the "political executive", like ministers as IT savvy. This would make them more efficient in their administrative works. The CHIPS has a plan to organise a training programme for them in Hyderabad soon. "The CHIPS is making a road map on IT for Chhattisgarh and ensure that it can adopt all the modern mechanism in IT sector," Singh added.

{{/usCountry}}The chief minister Dr Raman Singh said that the government has decided to introduce the system after an in-depth study of the Andhra Pradesh model in this regard. "We are adopting it because it is one of the best ways to maintain transparency in all government dealings and execute business deals extremely fast," he further added.
