As the Planning Commission has circulated the Approach Paper inviting suggestions to formulate the 11th Plan, the State Government is busy working out points for discussion between Chief Minister and the plan panel deputy chairman. Principal secretary (planning) V Venkatachalam also held several rounds of meetings.

Venkatachalam, who is back after cancelling his foreign tour, also held consultations with Chief Minister on the issue.

According to sources, the State Government may also lay emphasis on development of agriculture, health and education sectors to ensure that the benefits of growth reach all areas and each and every section of society. As the average growth rate of Uttar Pradesh is likely to remain nearly 5 per cent during the 10th Plan period, there are indications that UP too may target a higher growth rate to narrow down the gap between state and national growth rate.
