District administration relaxed its ruling following a preliminary survey finding, which indicated that the veto rendered hundreds of local as well as outstation masons and daily labourers engaged in construction activity jobless.

This created a livelihood problem for them, and they found it difficult to redress their grievance, as they had no representative union or organisation, Additional Collector Rameshwar Gupta informed.

The rollback order issued here today said people using water from their own resources could continue with construction, but penal action would be taken against those who purchase water for building. In case of urgency or special circumstances, the applicant has to seek permission from the concerned SDM, who will give consent after consulting the zonal officer.

Besides, construction activities that don’t require water like fixing the door or electrification have also been kept out of embargo.
