Congress has expressed concern over US Congressional report that Pakistan was making qualitative and quantitative improvements to its nuclear arsenal.

Congress on Sunday expressed concern over US Congressional report that Pakistan was making qualitative and quantitative improvements to its nuclear arsenal.

"Many months ago India had strongly expressed its concerns, both officially and in Track-II diplomacy, that large quantum of military and non-military aid to Pakistan were likely to be illegally and surreptitiously diverted for military use against India," AICC spokesman Abhishek Manu Singhvi told newsmen in Ranchi.

Singhvi, who was reacting to the Congressional Research Service's latest report in the US, recalled his visit to the US as head of a delegation and placing strong reservation on the issue.

"In track-II diplomacy, I, as the chairman of Indo-US forum of parliamentarians, a FICCI-sponsored group, went to the US earlier this year. We expressed strong reservation to the policy makers about the possible diversion of the military and non-military aid," he said.

Referring to the circumstances leading to the house arrest of Pakistan scientist A Q Khan, Singhvi said the world knew that India had "incontrovertibly" proved itself to be a responsible nuclear power.

"On the other hand, US and the world know the history of nuclear irresponsibility reflected in the acts and omissions of A Q Khan, who continues to be under house arrest even today," he added.
