IN WHAT may turn out a major weapon in the Congress arsenal against the Samajwadi Party, the State Congress today released documents to prove that the Samajwadi Party-led State Government refused to accept funds that the Centre had allocated for implementing development projects in Rae Bareli.

As the campaigning picks up momentum in Rae Bareli, the Congress leaders have stepped up attacks on the Mulayam Singh Yadav government, saying that the latter was putting up obstacles in the way of development in the constituency.

Besides Congress president Sonia Gandhi, Congress MP Rahul Gandhi too asserted that the Mulayam Singh government was causing ‘hindrances’ in the way of development of the constituency.

A letter sent by Principal Secretary, Land Development and Water Resources KK Sinha to Commissioner Union Water Resources Ministry on February 2, 2005 is turning out handy for the Congress to prove its point. Sinha quoted the executive engineer (Sharada Canal) Rae Bareli to convey that desilting of canals had been already carried out by the funds available from departmental budget, Vidhayak Nidhi, village panchayat and area panchayat. Hence there was no need of funds for desilting of canals, said Sinha in his letter to the commissioner.

The State Government failed to send a proposal to seek funds for the extension, repairs, and modernisation (ERM) of the existing irrigation systems despite a letter from the Union Minister of State for Heavy Industries, Public Enterprises and Water Resources (independent charge), said Singh, adding that Chief Minister Mulayam Singh Yadav had not responded to the minister’s letter.
