Tarigami said that only big sharks such as bureaucrats, politicians and moneyed people had been benefited by the scheme.

He said instead of providing envisaged light and hope, the scheme had brought poor people such as slum dwellers in the whirlwind of darkness and despair.

It has proved a big fraud for the deserving people, Tarigami said while speaking in the debate on demand of grants for the department of revenue, rehabilitation, law and parliamentary affairs in the assembly on Thursday.

Tarigami also called for constitution of proposed law commission in the state without any further delay adding that increase in fees and honorarium of the standing councils had now become the need of the hour so that they could work with dedication and devotion to defend government cases in various courts.

"Only lawyers with better performance and progress should be appointed or re-engaged," he opined. He suggested that members of august house should be kept abreast with such review reports about the working standing councils.
