BE WARY of ‘vested interests’, while executing ‘e-governance’ projects in the State, chief secretary R Ramani told senior government officials on Thursday.

Delivering the keynote address at a day-long workshop titled ‘Establishment of 1,00,000 Common Service Centres (CSCs) in India’ organised by the Department of IT & Electronics, Govt of UP at Hotel Taj Residency here, the Chief Secretary commented, “While implementing e-governance programmes in the State, there would be many vested interests working on the way and you have to overcome all.” The e-governance system is not a panacea for all ills. While such a system could help with faster delivery of services to the masses, under the e-Governance model, the government cannot outsource all the work to private entrepreneur, he said.

Ramani said despite introducing e-governance applications, the basic task of serving people cannot be taken away from the government. The e-governance model can only work with the government participation, as service delivery systems would need to be operated and maintained on a regular basis by the government functionaries themselves. While discussing the benefits of adopting an e-governance model, he said the top management of any government machinery could focus on key tasks, leaving all the drudgery to be taken care of by the e-governance system.

DK Tyagi, CEO, Infrastructure Leasing & Financial Services Ltd (IL&FS) said the Common Service Centres (CSCs) schemes being implemented by the Union Government, would ultimately help the rural populace participate in various ‘Exit Polls’ online before the elections. The objective of CSC scheme is to integrate commercial goals of private sector with larger development goals of the State as well as the Nation.
