Curbs on Guv role as chancellor

THE GOVERNOR—who is chancellor of all Government-run universities—will have a minimal role to play in private universities that will come up under the proposed Private Universities’ Bill, as he will only be a ‘visitor’ to these universities.

Private individuals, to be appointed by the governing body of a particular university, will hold the post of chancellor and will be the absolute authority for the university.

Provisions to this effect have been made in the MP Private Universities’ Bill that is in its final stages of preparation. According to the provisions, the private chancellor will have the authority to appoint or dismiss a vice chancellor and hold other important powers while the Governor – in his capacity as visitor – will have a very restricted role to play, sources in the Government told the Hindustan Times.

If the Private Universities’ Act of neighbouring Chhattisgarh is any indication, the Governor in his capacity as a visitor will only have powers to seek information or documents related to the university and issue directives on any issue or action that might go against the Act or its statutes. The Governor will, however, be chairing the convocations of these universities.
