The Delhi Development Association (DDA) — the main body that is supposed to give a facelift to the city in time for the 2010 Commonwealth Games — is greying.

The average age of a DDA employee is 48. Currently the organisation employs 22,000 people.

Recruitments in the organisation have been frozen for a couple of decades now. Only technical personnel have been employed in the last 20 years. These include planners and architects who number just about a dozen, officials said.

Sources said that DDA has a very defective Human Resource Management system. Various cadres within DDA have not been strengthened through a judicious mix of inducting fresh blood and promoting and training the existing staff.

“Many deputation officers are only concerned about their own tenure and avail of most of the training facilities and study tours. With the result that expenditure incurred on manpower training is never ploughed back,” office bearers of the all cadre DDA Association said.

Officials say that soon a situation would arise whereby all experienced people will retire and there would be no trained manpower to replace them.
