Delhi Assembly passes important Bills

This paves the way for their actual implementation, reports Amitabh Shukla.

The Delhi Assembly on Tuesday conducted routine business and passed some important Bills, paving the way for their actual implementation. The Bills were introduced last week in the Winter session and have now become Acts following the assent of the House.

The Delhi Co-operative Societies (Amendment) Bill, 2006: The Act provides a mechanism to enrol the power of attorney holders as members of the cooperative housing societies. "The Act provides for a system of automatic dissolution or cancellation of those societies which have become defunct so that they do not dupe the innocent members," said Cooperatives Minister Raj Kumar Chauhan.

The new law also stipulates penalty on a society in case it does not furnish information to a member or creditor. The GPA holders can become a member of the society by paying an amount of Rs 500.

The Members of Legislative Assembly of the NCT of Delhi (Salaries and Allowances Amendment) Bill, 2006: Chief Minister Sheila Dikshit said the Bill would hike the salary of the MLAs from 16,500 to 34,000. The break-up of the hike was given to the members. Justifying the hike, Dikshit said the salary of the MLAs was low as compared to their counterparts in other states. The legislators would now get the increased salary from next month.

Some Congress MLAs criticised the timing of the Bills to hike the salary of the MLAs and ministers. "We have become a laughing stock by passing the Bill at a time when the sealing issue has increased the temperature," said a Congress MLA, on condition of anonymity. However, BJP MLA Vijay Jolly attacked the government. "This is ludicrous and preposterous," said Jolly, adding, "It is a classic case of government's insensitivity at its peak". The BJP MLA said while Delhi is burning, precedence of salary hikes over sealings is inhuman.
