Director General Prisons, MK Mohanty has been shifted following revelations that jailed foreign mercenaries along with Kashmiri terrorists had almost reached penultimate boundary wall of the high security Central Jail - Kot Bhalwal - on Sunday.
The state cabinet that met under the chairmanship of chief minister Ghulam Nabi Azad shifted Mohanty and transferred Rajinder Tickoo, IPS, in his place as new DG Prisons.
Sources in the team investigating the incident, confirmed to Hindustan Times, "had police not acted timely, the detainees would have attempted to make a hole in the penultimate two and half feet wide wall ahead of the main boundary of the high secured Central Jail."
On Sunday, Police along with CRPF personnel wrested control over the Kot Bhalwal Jail in Jammu, which remained virtually seized for 24-hours after the detainees created rumpus on Saturday night refusing to go into the lock-up.
They were protesting against strict measures taken by the jail authorities against them in restoring discipline in the jail.
"Barring local convicts - about 50 in number - rest all 293 terrorists - including 41 foreign mercenaries - had severely damaged all 26 barracks after digging and making holes in the two and half feet wide walls of the barracks resulting into assess to all the adjoining barracks," informed sources said and added "the jail-mates had made the jail premises bully two days ago after taking possession of iron rods, LPG cooking gas cylinders, lathis and knives and have dug holes in the interior walls of the jail."

{{/usCountry}}Sources said that "a case FIR No-70-2006 under section 147/148/149/120B/353/332 and 336 of Ranbir Penal Code (RPC) has been registered and investigations are on to ascertain the fact and the accused behind the conspiracy."
Meanwhile, during the searches inside the jail premises, two SIM cards were recovered that indicated that use of mobile phones was still on inside the jail premises.
Even the outgoing DG (Prisons) MK Mohanty on Sunday had admitted the recovery of SIM cards which further cleared that there is no perfect figure of the number of SIM cards present with the jail inmates.
With the recovery of these two SIM cards, the total figure of already recovery SIM cards from the high security jail has gone to four.
Sources in CID (Counter Intelligence) team told that, "our inquiry regarding presence and smuggling of SIM cards and mobile phone sets in Kot Bhalwal jail is still on. After recovery of two more SIMs we have restarted the investigation to sort out the correct figure of SIM cards with the jail inmates."
