HAVE THE officials concerned deliberately misled the Allahabad University (AU) Executive Council (EC) over the implementation of the UGC order to pay the salary and allowances to teaching and non-teaching employees at par with the Central Government norms with effect from July 14, 2005? It seems so, if the allegations of the employees' union leaders are to be believed.
The varsity officials had informed the EC members that the UGC's letter in the regard dated November 28, 2005 has been implemented during the March 21, 2006 EC meeting. However, employees of the 10 AU Constituent colleges have now come forward claiming that the increments being paid to the non-teaching staff members is in gross violation of the Central Government rules.
"We are being paid the increments after the dues are calculated as per the days from the date of joining of the employee concerned causing great loss financial to around 500 staff members. Strangely, this is being done only in the colleges by the varsity which is paying its own employees the increment of the whole month," informed Alok Mishra, general secretary of the AU and Colleges Employees Union. He said this was in gross violation of financial rules. "The section 12 of FR makes it clear that the increment of employees be admitted from the first of the month in which it will fall due under the operation of the normal rules and orders. However the varsity is not implementing it properly," Mishra added.
Mishra claimed that the UGC had ordered AU to pay all allowances as per Central norms except changing the pay-scale. "However, despite having brought the anomaly to the notice of the FO and the registrar, no action has been taken so far. Surprisingly, the officials reported to the EC that the UGC orders were being implemented properly and deliberately misled the Councillors," he alleged.
