Doc?s 13-year fight for certificate ends

THIRTEEN YEARS after he completed training and eight years after the High Court?s first order in the case, a PMS doctor finally managed to get his certificate of training. Director of the Sanjay Gandhi Post Graduate Institute of Medical Sciences (SGPGIMS) issued the certificate on the order of the Lucknow bench of the Allahabad High Court.

THIRTEEN YEARS after he completed training and eight years after the High Court’s first order in the case, a PMS doctor finally managed to get his certificate of training. Director of the Sanjay Gandhi Post Graduate Institute of Medical Sciences (SGPGIMS) issued the certificate on the order of the Lucknow bench of the Allahabad High Court.

Despite court orders to the Principal Secretary (medical health) and SGPGIMS director way back on January 28, 1998, the SGPGIMS had not issued the certificate.

The bench comprising Justice Bhanwar Singh and Justice Allah Raham, on November 18, had directed the SGPGIMS director to either issue the training certificate within a week or appear before it. Following the order, SGPGIMS director, Prof AK Mahapatra issued the certificate to Dr Anil Kumar Srivastava on November 29.

Srivastava had undergone super-specialty training for one year in Cardiology at the SGPGIMS in 1992-93. However, the SGPGIMS did not issue a certificate of training to him. Even a court order failed to get Srivastava the certificate. The court in 1998 had observed: “This is really unfortunate that a trivial matter has been brought to this court on account of an unusual stand taken by the principal secretary (medial health) and SGPGIMS director regarding the issuance of a certificate to the petitioner.”
