Apunba Lup, apex body of 32 organisations spearheading the stir for removal of the Armed Forces Special Powers Act from Manipur, on Wednesday said the Centre and state government should not victimise innocent civilians for their failure to combat the insurgents.

In a statement in Imphal, the Lup said repeal of the Act should not be linked with the existence of insurgency in the state. Referring to Chief Minster O Ibobi Singh's recent statement that the Act could be removed if the insurgency and extortion ended, the apex body said his (Singh) statement was irrelevant.
It said Government's inability to control insurgency should not bring harassment and atrocities on civil population.
