Sacked Rajasthan minister Mahipal Maderna and Congress legislator Malkhan Singh Bishnoi were the key conspirators in the kidnapping and "killing" of nurse Bhanwari Devi, according to the Central Bureau of Investigation's (CBI) chargesheet filed on Wednesday.
The agency has named 17 persons in the case. Of those, four are absconding.
In the chargesheet, the CBI has alleged that after the nurse's disappearance, her husband, Amar Chand, lodged a first information report (FIR) at Malkhan Singh Bishnoi's behest to implicate just Maderna.
The CBI has named Amar Chand as an accused in the case.
Both Bishnoi and Maderna allegedly had affairs with Bhanwari Devi, who went missing on September 1 last year, and had been peeved with her blackmailing, especially after a CD supposedly featuring the former minister and the nurse in a sexually explicit position had surfaced in Jodhpur last year.
Sahi Ram Bishnoi, former deputy zila pramukh (head) of Jodhpur, and Paras Ram Bishnoi, Malkhan Singh Bishnoi's brother, are also part of the accused, who are in judicial custody.
According to the Central Bureau of Investigation, Sohan Lal Bishnoi, Shahabuddin and Baldia alias Kumbha Ram Choudhary executed the abduction with the consent with Amar Chand.

{{/usCountry}}They allegedly killed her in their SUV and then Bishna Ram Bishnoi, with the help of his brother, burnt the body and threw the remains in the Rajiv Gandhi lift canal.
The agency had filed the first chargesheet in the case in December last year against Sohan Lal Bishnoi, Shahabuddin and Baldia.
They have been held guilty of murder and kidnapping whereas Bishna Ram Bishnoi and his associates face charges of destroying and tampering with evidence.
