The HT-CSDS Survey tried to find out what voters think of government agencies they have to frequently deal with. To report their responses, we have divided these agencies into two groups: those mainly under the Delhi government (government schools, government hospitals and the public distribution system), and those mainly under the Centre (DDA, Delhi Police and NDMC/MCD). We take up the first group today.
The public distribution system (PDS) — or the ration shops that are its symbols — makes the worst impression of the three. As many as 41 per cent of voters think the PDS is totally corrupt; 25 per cent feel it is somewhat corrupt. It is mainly the poor who go to ration shops, and 42 per cent of them feel the PDS is fully corrupt. Interestingly, their unhappiness is echoed by the middle class, the big businessmen and the rich, 41, 41 and 40 per cent of whom think the PDS is very corrupt.
Government hospitals come off better than the PDS. Only 28 per cent of voters think of them as being totally corrupt. However, a fairly high 43 per cent think they are somewhat corrupt. Nineteen per cent say they are not at all corrupt.
What is interesting is that the people who probably only rarely go to government hospitals (the rich, the educated and the big businessmen) have a worse opinion of them than the people who actually visit them (the poor and uneducated).

{{/usCountry}}Not many Deliites think of government schools as being corrupt, a result that ties in with the findings of the results of the HT-CSDS Survey on schools published earlier. A majority of Delhiites had said they were happy with the education their children were receiving.
All sections of society expressed a positive opinion about schools.
