The "garibi hatao" programme of the Congress would again fail for the same reasons for which it failed during the regime of Indira Gandhi.
Paradoxically as we have seen from the success of China and failure of erstwhile communist states, "garibi hatao" like programmes are more likely to succeed when economic reforms like end of quota, license-permit raj, inviting foreign investment by amending the labour laws, disinvestment of public sector, treating of agriculture as industry, etc. (in short government governing the least and ensuring privatisation and globalisation in an earnest manner) are taken up.
At present, due to the pressure of the leftists and even DMK, RJD etc., the UPA Government is not able to do much on this front. Moreover, for "garibi hatao" programmes to succeed, corruption has to go. However, the UPA Government cannot remove corruption because many tainted ministers who are charge-sheeted in criminal and corruption cases, are at the helm of affairs.
So, this government apart from taking up privatisation and globalisation in a sincere manner has also to remove the tainted ministers to ensure the success of its "garibi hatao" programme.
