A Hurriyat spokesman quoting Geelani has given a shutdown call on April 11 and called for protests after Friday prayers. "Issuances of the Dogra certificate is a well-thought conspiracy to put an end to the identity of Jammu Muslims and merge them in Dogra dynasty," said Geelani in a statement.

Geelani alleged "the RSS want to divide Jammu and Kashmir on religious lines and convey to the world that the Kashmir movement was pursued by limited number of people."

"People across the state should protest against the government move and convey to the world that all the three regions of the state --- Jammu, Kashmir and Ladakh --- were united in their fight against the India's autocratic rule," said Geelani.

The move has come under criticism from separatist and Kashmir-based assemble members. Moderate Hurriyat chairman Mirwaiz Umar Farooq's faction of the Hurriyat has also criticized the move. "It (the government) has already created distances between the different sections of the society and regions…Dogra certificate is a deliberate attempt to give legal shape to conquer a particular class and to realize communal elements' dream to divide the state," said Khan, who heads Hurriyat constituent National Front, in a statement on Wednesday.
