IT’S A situation in which ‘development’ is an impediment for Lucknow Development Authority (LDA).

The issue is a Government Order that makes development of necessary civic infrastructure a mandatory prerequisite to allotment of plots in the proposed housing scheme.
Irrespective of the government directive issued by secretary housing KL Meena on October 6, the LDA has decided to go ahead with the lottery draw for yet-to-be-developed Vinayak and Vibhor Khand Housing Scheme in Gomti Nagar Extension as per schedule. The lot for the allotment of plots under the proposed housing scheme would be cast in three successive days, that is, on November 7, 8 and 9.
Needless to add that the LDA’s move has raised many an official eyebrow.
Doesn’t it amount to a flagrant violation of the government order? Secretary Housing KL Meena was evasive when the question was put to him. “I am not aware of any such order passed by the LDA,” he said.
When it was pointed out that the LDA had already announced its decision to proceed with the scheduled lottery draw for the scheme through public announcement in newspapers on October 29, Meena said he had not seen the notice. “But if anything is being done contrary to the government directives then appropriate action would be taken,” he said.
LDA Vice Chairman BB Singh, on the other hand, denied that the move was in contravention any government norms.
