In the backdrop of the terror attacks in Mumbai, the conference of chief secretaries convened by Prime Minister Manmohan Singh on July 19 at Vigyan Bhavan will discuss the modalities for better policing co-ordination between the states through the Common Integrated Police Application (CIPA) project. The conference will also discuss the implementation of the unique identity (UID) scheme for the residents of the country.

The background note for the meeting, which was sent to the Orissa government, said, “It should be realized that crimes and criminals’ databases, available in digital form for sharing by all, can't be neglected anymore. So all the states need to be at par in the use of IT, especially for crime-related work.” According to the background note, a sub-group set up by Ministry of Home Affairs examined the reasons for the slow speed of induction of IT in policing work of different states and concluded that the entire police functioning — from crime and criminal functions to personnel and inventory management — is too complex. Also, there are large variations in the way of working across the states.

The chief secretaries will work out modalities how the CIPA project can be expedited.

The conference of chief secretaries will further discuss the progress of the “e-district project”. E-district is defined as one where more than 75 per cent of the services from the collectorate are ICT-enabled.
