THE MANGALAYATAN University Uttar Pradesh Bill, 2006, to establish a private university in Aligarh was passed even as the Opposition, particularly BJP members, raised objections, in the Vidhan Sabha here on Monday.
Dr Narendra Kumar Singh Gaur (BJP) alleged that several extraordinary powers were given to the university in violation of UGC norms and recommendations.
Even the procedure of appointment of the vice-chancellor violated established norms, he said.
Gaur said students of private educational institutions were being exploited due to the crash commercialisation of education and lack of proper infrastructure and poor academic standards. He suggested that the Bill should be referred to a Select Committee.
Azam Khan used the opportunity to criticise the Raj Bhavan for not giving assent to set up the Jauhar University even in the private domain on the plea that the Bill proposed the appointment of a pro-Chancellor for life.
He said, “There is no education criterion to be a Governor and even an illiterate Governor can be the Chancellor of many universities”.
Azam said the success of Southern States in higher education was mainly because of the presence of large number of private institutes. He underlined the need to adopt a similar policy here.

{{/usCountry}}He assured the House that best possible efforts would be made to maintain higher academic standards in private sector universities.
He urged the Opposition to cooperate in setting up educational institutions in the private sector and any shortcomings in such universities could be taken care of later.
The Bill was later passed by voice vote without incorporating any amendments suggested by BJP members.
