THE STATE Government has kicked off the process of creating the biggest ever network of “Point of Possession” (PoP) centres for enabling delivery of a wide set of public services through the National e-Governance platform in the rural areas of the State.
The PoPs would form an integral part of the 16,000 “Common Service Centres” (CSCs) being planned in the state under the National e-Governance initiative. These PoPs would act as nerve centres for ensuring seamless delivery of a wide set of public services ranging from payment of bill to land record verification in the rural pockets, Sudhir Kumar, MD, UP Development Systems Corporation Ltd (UPDESCO) told Hindustan Times.
The UPDESCO has been chosen by the Union Government for acting as a nodal agency for co-coordinating all the work being taken up under the National e-Governance project in Uttar Pradesh.
“The PoPs are expected to be established in 813 blocks and 307 tehsil headquarters in the State by the end of the current fiscal. The Centre had disbursed the first tranche of funds amounting to Rs 21 crore out of the total Rs 168 crore earmarked for setting up PoPs in the State,” he said.
Kumar said that the Union Government had already completed the tendering process for running of the CSCs by developing a sustainable rural entrepreneurship model in which UPDESCO was one of the bidders.

{{/usCountry}}Once the CSCs become fully operational in the State, plans were afoot to integrate the State-level ‘Lokvani’ and ‘e-Sewa’ services with the National e-Governance platform, he added.
Moreover, the State Government had already registered the “Centre for e-Governance” as a “Society” which would act as a facilitator for all e-Governance projects being taken up in the State. “The groundwork for the functioning of the “Centre for e-Governance” had been prepared and the facility would soon become operational at the UPDESCO premises in the State capital,” he said.
“The UPDESCO is also taking up a “capacity building” exercise in various government departments which involves providing IT training to the officers and employees for managing the government’s e-Governance platform at the departmental level,” Kumar added.
