A Parliamentary Committee has asked government to take stringent action against private telecom players, including cancellation of licences, for non fulfilment of their rural obligations with regard to Village Public Telephones (VPTs).
State-owned Bharat Sanchar Nigam (BSNL) cannot be expected to share the burden of private operators without getting suitable compensation and all operators have to perform under the level playing field conditions, Standing Committee on IT said in its report tabled in Lok Sabha.
"If anybody has to ensure a level-playing condition for all the operators and to see that BSNL does not have to shoulder the burden of private operators, it is only Department of Telecommunication (DoT)," the Committee said.
This can be ensured only if the private operators, who have so far grossly failed to honour their contractual obligation, are made to perform consistent with the legitimate aspirations of the rural populace failing which stringent measures, under the provisions contained in their licence agreement, including cancellation thereof, be initiated against them.
In view of the Standing Advisory Committee on Frequency Allocation clearing the case for starting telecom services in Jammu and Kashmir and North-Eastern circles, the Committee hoped that WLL-based services would soon be introduced there.
