The Punjab and Haryana high court on Thursday partially withdrew its 15-day toll freeze on the Delhi-Gurgaon expressway by allowing the road operator to collect fees only from commercial vehicles entering Delhi.
The court also gave two days to the concessionaire Delhi-Gurgaon Super Connectivity Limited (DGSCL) to increase the number of toll collection lanes from 32 to 53.
The court will decide on September 25 whether to allow the concessionaire to collect toll from other vehicles also.
The toll, to be collected by DGSCL, will be gathered on behalf of the Municipal Corporation of Delhi (South).
DGSCL incurred a revenue loss of about R6 crore in the last two weeks, during which toll collection was stopped by the court on grounds of mismanagement.
DGSCL counsel ML Sarin urged the court to allow collection from all categories of vehicles from Friday itself, but his request was turned down.
The division bench also appointed Justice (retired) Mukul Mudgal court commissioner to inspect the toll plaza site between 5 pm and 7 pm on Sunday.
The court commissioner has been asked to report if the concessionaire had put in place the arrangements as committed, before the next hearing on Tuesday. Sarin had told the court there was a high-level stakeholder meeting at which several decisions on easing traffic had been taken on September 19.
