A heart-warming aspect of the selection is that 27 candidates who figure in the final list of selected candidates made it to the mains examination only after the high court ordered revision of the result of the preliminary examination. These candidates had no chance of making to the mains examination after they were declared unsuccessful in the preliminary exam.

Petitions seeking revision of result of preliminary examination were filed following a series of exclusive news reports by Hindustan Times in 2012, highlighting the discrepancies in the question papers of the preliminary exam. Had HT not highlighted the discrepancies - which ultimately led to filing of petitions in the HC - these candidates would not have made it to the mains examination.

The commission has recommended to the state government the roll numbers of successful candidates for filling up 151 posts of HCS and allied services officers.

The commission had initially declared 2,409 candidates successful in the preliminary examination in 2012. However, in January 2013, 835 fresh candidates (the 27 finally selected are among these) were declared qualified for the mains written examinations by the commission after the result of the preliminary examination was revised on the direction of the Punjab and Haryana high court.

The high court had in December 2012 directed the HPSC to constitute a committee of experts to look into the issue of wrong questions and answer key of the preliminary examination of HCS (executive branch) and other allied services. The experts committee was asked to consider representations of the candidates. In September, the commission declared that 468 candidates had qualified for the mains examination.
