Since allegations of the Gurgaon police not acting in an impartial manner were flying thick and fast, the state government as a damage control measure had ordered a judicial inquiry in June 2011 after the sarpanch of Hayatpur village, Rakesh Yadav, was allegedly killed by contract killers on June 23.

An irate crowd had later caught hold of one of the assassins and set him afire in the presence of police personnel. The shooter succumbed to his burns. In November, Rakesh's father was also shot at by assailants.

A retired district and sessions judge from Haryana, SK Sardana against whom Punjab and Haryana High Court had passed severe strictures in 2010 was formally appointed in July 2011 to conduct the inquiry under the provisions of commission of inquiry (CoI) Act.

The killing of Rakesh Yadav was apparently fallout of an old family feud between two families.

The main accused in the case also named Rakesh Yadav and his brother Sanjay alias Manda had allegedly hired sharpshooters from Uttar Pradesh to eliminate sarpanch Rakesh.

"The villagers had accused Gurgaon police of inaction as they did not arrest the accused Rakesh. After the sarpanch was killed in broad daylight, the villagers were furious. Hence, a judicial probe was ordered,” said an official.
