The Bench while fixing August 21 next for hearing has called upon the state of UP to explain as to under what authority of law this was being done.

It was urged on behalf of the petitioner, a local journalist, that against 12 sanctioned posts of principal secretaries, 46 principal secretaries had been appointed.

Similarly, against 26 sanctioned posts of secretaries, 64 secretaries had been appointed.

The petitioner has prayed for removal of the excess appointees besides setting up a commission to have effective control on the IAS officers.
