HC rejects former Meerut V-C?s plea

IN A significant decision, the Allahabad High Court has dismissed a writ petition filed by former vice-chancellor of Chaudhari Charan Singh University, Meerut, Dr Ram Lal Singh challenging his removal from the post of vice-chancellor of the said university on charges of financial irregularities. To recall, the chancellor by an order dated Aug 5, 2005 had removed Dr Singh from the post of VC on the ground that he conducted many distance education centres without the approval of state govt .

IN A significant decision, the Allahabad High Court has dismissed a writ petition filed by former vice-chancellor of Chaudhari Charan Singh University, Meerut, Dr Ram Lal Singh challenging his removal from the post of vice-chancellor of the said university on charges of financial irregularities.

To recall, the chancellor by an order dated August 5, 2005 had removed Dr Singh from the post of vice-chancellor on the ground that he conducted many distance education centres without the approval of state government, which was contrary to laws, for his personal economic gains.

It is alleged that Dr Singh had set up 104 distance education centres without obtaining the approval of the State government and also distributed degrees for personal gains.

This decision was given by a division bench comprising Justice Dr BS Chauhan and Justice Dilip Gupta while dismissing the writ petition filed by Dr Singh.

In the petition, the petitioner Dr Singh had alleged that he was not permitted to give his explanation before removal, therefore, the order removing him was violative of the principles of natural justice.

The petitioner Dr Singh was appointed as Vice-Chancellor of Chaudhari Charan Singh University Meerut on March 2,2003 and acting on a complaint, the chancellor instituted an enquiry against him. Thereafter, a chargesheet containing 15 charges was submitted against him. The enquiry officer on June 7, 2005 submitted his report. On the basis of this report, the Chancellor sought explanation from Dr Singh and ultimately removed him from the post of vice-chancellor on August 5, 2005.
