HC seeks explanation from SSP, DGP

THE ALLAHABAD High Court has directed Director General of Police (DGP) and Senior Superintendent of Police (SSP), Allahabad, to submit an explanation within ten days by filing affidavits and explaining as to why the order of the court passed on March 27, 2006 was flouted.

THE ALLAHABAD High Court has directed Director General of Police (DGP) and Senior Superintendent of Police (SSP), Allahabad, to submit an explanation within ten days by filing affidavits and explaining as to why the order of the court passed on March 27, 2006 was flouted.

The court took a serious view of the transfer of a circle officer of Allahabad Rajeshwar Singh in violation of the order of March 27, 2006.

Listing the case for hearing on September 15, Justice Amar Saran has directed that the Allahabad SSP shall be present in the court along with his affidavit.

According to reports, Rajeshwar Singh was investigating a case of forged orders of the High Court. The Court on March 27 had directed that CO Rajeshwar Singh, who was investigating the case, would not be transferred without the court’s permission.

Expressing surprise at the sudden transfer of the CO a few days back in violation of the order, the judge observed: “The court is surprised that in spite of the extreme seriousness of the matter, where forgery of the HC order is involved, and where such orders can result in the complete breakdown of the judicial system, the CO-II Civil Lines, Allahabad,, who was investigating the case, has been transferred out of Allahabad district without seeking the court’s permission and without even acquainting the Court of this fact in flagrant violation of my order dated March 27, 2006.”

This court wonders whether phenomena like IG Panda and IG RP Singh who have taken an abnormal interest in a religious life, rather than their policing duties, is not the result of being emasculated and rendered redundant because of unwarranted political interference in the exercise of their functions and duties apart from any individual personality flaws.”
