Directs DMs, top civic officials to supervise relief ops
TAKING SUO moto cognizance of the dengue menace in the state, the Allahabad High Court has directed all district magistrates to personally supervise implementation of government instructions on the disease and send a report to the office of principal secretary Medical and Health, UP, within 10 days.
“In case the district magistrates find laxity in performance of duties by officials concerned, he should take immediate action against the errant personnel and the principal secretary, Health be informed about the same. In case there is paucity of funds for fighting the menace, the district magistrates should seek the same from principal secretary, Health who should ensure allocation of the required funds”.
The court directed that executive officers of all nagar palikas and executive officers and chairmen of nigams and nagar panchayats would be responsible for general sanitation of their areas.
The court directed district panchayat raj adhikaris to look after sanitation of all rural areas under them. The division bench, comprising Justice VM Sahai and Justice BK Zaidi, also directed the state government to ensure wide publicity among the people about measures to be taken for prevention of the disease.
The court directed that all proprietors, managers and in-charges of private nursing homes immediately inform the district magistrates and chief medical officers of districts, in case there was positive report about a patient suffering from dengue. The court directed principal secretary, Health to file a report in the high court on October 24 in this regard. It directed the registrar general of the court to register the matter as a public interest petition.

Detailed directions of what is to be done in this regard have already been issued by the state government (as told to the court by principal secretary, Health, Arun Kumar Mishra, who appeared before the court), but there are reports that the instructions are not being followed in letter and spirit and false reports are being submitted by the district authorities looking after the menace.”
