The plan was drawn up after the experience of the November 26-29 terror attack on the city, in which the need to use technology to fight the modern-day, techno-savvy terrorist was driven home.

Hacking into enemy sites for intelligence gathering, use of mobile phone jammers, writing stealth monitoring software, the concept of e-panchayat, mobile phone interception and homemade anti-virus solutions, among other things, figure in the plan.

The proposal, a copy of which is with the Hindustan Times, was prepared by a committee formed under FICCI that incorporated suggestions from various sources — from information technology giants such as Microsoft and Tata Consultancy Services, intelligence officials, security experts and police officials.

The plan will be presented to the Maharashtra State Security Council on Thursday and, though a number of the proposals in it need no funding, the committee hopes the government will provide funds and logistics support where required for implementation.

FICCI said the plan addresses every aspect of security, from personal, financial, information to infrastructure security.

The core committee members included Jiwarajka, security expert Vijay Mukhi and Sheriff Indu Shahani.
