A defence ministry report on Wednesday said Pakistan's approach to tackling terrorist groups was counter-productive not only to the interests of the region but also Pakistan.

PM Narendra Modi had on Tuesday accused Pakistan of waging a proxy war in Kashmir at a public rally in Kargil, stressing that Islamabad had lost the strength to fight a conventional war.

The ministry's annual report noted, "India wishes to develop friendly ties with Pakistan. However, security concerns have remained due to continued activities of terrorist organisations functioning from territories under its control."

The report said such organizations pose a danger to Pakistan's own internal security.

The report highlighted Pakistan's dirty tricks in Jammu. "The Pakistan-terrorists-separatists nexus continues its attempts to undermine the democratic process in the state."

It added, "The existence of terrorist camps across the Indo-Pak border and the LoC and the continued infiltrations and incidents there demonstrate the challenges in this regard."
