With the number of additional director generals (ADGs) shooting up to 38 in UP, the IPS Association has planned to press for the acceptance of its long-pending demand of upgradation of IG zone post to absorb ADGs and also open up some non-police departments for their posting at the senior level.
The issue is likely to be taken up at the association meeting during the Police Week from November 23 to 25.
The ADGs want respectable posting either in the police or some other departments where there is involvement of the police like trade tax, excise, transport or jail.
There is a feeling in the association that upgradation of the IG zone to ADG and the DIG zone to IG levels will considerably help solve the problem and adequate work would be available to the senior officers.
"There is need of work content to these officers”, commented an office-bearer of the association. “It would also not carry any financial burden," the officer said.
During the regime of VKB Nair as DGP, a committee was constituted to look into this aspect. The chief minister Mulayam Singh Yadav was favourably inclined to upgrade the post on the pattern of Bihar and MP. However the fate of the committee report is not known.
About the adjustment of 17 DIGs posted in range, there is feeling that they could be given assignment in various police wings. "Of the total 85 DIGs only 17 officers are in field," commented a DG level officer. He said these 17 DIGs could also be posted in non-DF (direct field) posts.
The chief minister has been invited at the association meeting on November 24. As per tradition Yadav would address IPS officers’ conference on November 25.
While the IPS officers are quite happy over the promotion of 13 IGs of 1977 batch as ADG, the non-availability of posts in the department and their adjustment in insignificant position has led to frustration.
Sources said the problem could be solved only by opening avenues on other departments.
