Irregular allotments, withdrawals checked

Thanks to the Integrated Treasury Computerisation Project (ITCP), budget allocation is being made available to departments and districts on the very first working day of financial year for last two years in the State, according to an official press release.

It said Madhya Pradesh received the Golden Icon award by Government of India for this innovative project at the tenth National Conference on E-governance held here recently.

This project is a major e-governance initiative taken by the state government. The release claimed that no other state in the country had executed the project on such a large scale.

The system in MP covers 53 treasuries, 159 sub-treasuries and seven offices of joint directors, serving 8000 drawing and disbursing officers of all departments.

These have been computerised and connected to the Directorate, Treasuries and Accounts and the Finance Department through V set. It has enabled them to draw their bills on the basis of available budget.

Another benefit of the new dispensation is that irregularities caused by withdrawals from treasuries in anticipation of budget allocation have been totally eliminated. Now, the budget allocations are available on the central server, so any such irregularities are ruled out.

It has also facilitated effective monitoring of loans, equities, investment, and sovereign guarantee at all levels of Finance Department. Under the project detailed database of employees and pensioners is being maintained. This records all important details about them including pay records, payment of salaries and allowances etc.
