The slow pace of work is amply proved because only first phase of verification of certificates has been completed. Infighting among officials at the department is also one of the reasons for the slow pace of work. The teachers blamed the district primary education officials for unusual delay in verification work.

They said that about five months had been passed but only first phase work was completed and the rest was likely to take more time.

It may be noted here that the selection process of Parshadiya primary teachers in the State for the said BTC teachers started in February 2004, however, the final selection was prepared in July 2004.

Therefore, from the first week of August 2004, the selected candidates were allowed to join their training (three months practical and three months theoretical), which was made necessary before they appointed as regular teachers in the primary schools.

Thereafter, all the trained Special BTC candidates had to face dilemma about their appointment as teachers till the end of December 2005. Finally, they were given appointment as teachers after dialogues with the State education authorities.

President of the Special BTC Teachers Sangh Sarvesh Trivedi alleged that at the time of the appointment they were assured of early payment of their salaries, which had been not done.

The delay in verification of their certificate was due to apathy in the district primary education officials, added Trivedi.

Whereas, many BTC teachers feel that the authorities concerned delayed their appointment after completion of their training as teachers for seven months.
Talking to HT, BSA Gyanendra Pratap Singh Bhadoria said that efforts were on to get early verification of certificates and director education (Basic) during the recent meeting assured to hold talks with the UP Board secretary, so the verification work could be expedited.
