IF YOU are wondering why despite all that talk of a crackdown, LDA authorities are shying away from evicting illegal occupants from Nehru Enclave, here’s the reason why. The staff of LDA’s Property Section do not want to kill the goose that lays the golden egg for them.
And this is one reason why the Property Section staff are averse to providing detailed information vis-à-vis the number of allottees, to whom it has given possession of their flats and the amount deposited by them (allottees) with the LDA. Under the stipulated norms properties are allotted by the LDA under three categories, that is on hire-purchase, self-finance and cash-down basis. Under the first category, an applicant deposits 10 per cent cost of the property at the time of booking and the balance amount is paid by him over a period of 15 years. Possession of the property, however, could be given to him by the LDA after he (the allottee) has deposited 40 per cent of its total cost.
The rule is more or less the same for the second self-finance category except that the period for which the balance installments of the property are to be paid is reduced to 2 years. The time-period is further cut down to three months in the case of cash-down purchase. Now, according to an employee of the Property Section, who looked after the Nehru Enclave earlier, of the total 804 flats in this colony a large number of them (he feels the figure is around 400) provide a hefty source of income by way of rent to the staff of the Property Section. “This is one reason why they will never part with the details,” he said.

{{/usCountry}}The flats, which have not been let out, have been grabbed either by the department’s engineers, the PAC personnel or in some cases, influential students’ leaders.
“At least 10 to 15 flats in the colony have been occupied by our own engineers and their respective organisational outfits,” said another official. Vatayan–34 and 31 are a case in point.
The former was allotted to Dhani Ram, a junior engineer, also president of UP Diploma Engineers Association on January 4, 1995, who has paid a quibble Rs 650 against the property to the LDA! Likewise, V-31 too is allotted in the name of UP Vikas Pradhikaran Diploma Engineers’ Sangh since January 25, 2001 without a single penny being deposited against the property. Against this Rs 90,000 paid by LDA employee Shailendra Mull for Vatayan 56 looks a sizeable amount.
The story is same in the upmarket Rupayan block where R 31 is occupied by the suspended sahayak sampatti adhikari RP Singh, who has reportedly agreed to vacate it now.
