Rahul was replying to questions raised by media persons in Rae Bareli where he has been campaigning for his mother and Congress president Sonia Gandhi.

Asked if it was time for a change in UP, Rahul said, “If the State Government is not doing its job, it’s time for a change.”

“A lot of work is being done here by the Central Government. Carrying out development work is the responsibility of the State,” said Rahul adding that the State Government was not doing its job.

Poll percentage would depend on some factors including distance of polling booths, he said. There were migrant workers in many villages, he said obviously indicating that they might have an impact on voting. Marriage season and heat were other factors that could influence the vote percentage, he added.

Rahul said the caste was an important factor. Yet it was more important to develop leadership in different areas and segments of society, he said.

Speaking about his experiences during campaigning in the constituency, Rahul said he would like to share them with his workers. Leaders should, however, keep close to their people, he said adding that often leaders tended to keep distance. Regarding the situation in UP, Rahul said there were many people with a lot of potential who were not given an opportunity. Giving them chance was important, he said.
