Jharkhand Cabinet has decided to place the office-of-profit bill before the Assembly for a second time, notwithstanding Governor Syed Sibtey Razi's direction to reconsider the provisions of the bill while returning it.
"The Cabinet has decided to bring the Jharkhand Legislature (Removal of Disqualification) Bill, 2006, as it is," cabinet secretary Aditya Swaroop said after the cabinet meeting on Tuesday.
The Cabinet, chaired by Chief Minister Arjun Munda, decided not to reconsider the provisions pointed out by the governor after the latter returned the bill.
Though the Cabinet has not decided a date for convening the house, there should not be a gap of more than six months between two sessions. As the budget session ended in March, the monsoon session should be convened by September, assembly sources said.
Under Article 200 of the Constitution, if the bill is passed again by the house with or without amendment and sent for assent, the governor shall not withhold assent, provided he decides to reserve it for the consideration of President.
The bill was initially passed by the Assembly on March 24 in the face of opposition protests and walk out and sent for the approval of the Governor.

{{/usCountry}}Razi, while returning the bill, sought to know the retrospective clause in it and whether exempted posts are in the spirit of Article 191, which deals with disqualification of membership of a house.
He also sought to know the propriety of including points in the bill that are under consideration of the Election Commission.
