This was stated here by former director of community health at Jawahar Lal Nehru University, Deobar Banerjee, while inaugurating a seminar cum workshop jointly organised by the Psychology department of DDU Gorakhpur University and sponsored by the University Grant Commission. Banerjee lamented that the government was shirking its responsibility to provide education and basic health facilities to people.

Quoting examples, Banerjee said vaccination could check recurrence of a disease but apprehended that the vaccination programme might meet the same fate as the family planning and other health programmes due to apathetic attitude of officials.

Putting health policies under a scanner, he said even after 57 years of Independence, the State did not have a compact rural health programme and eastern UP districts were paying the price for the negligence of officials. JE was a regular annual phenomenon for the last 30 years in this region. He suggested that top Health officials should be from the Health services instead of an IAS officer.
