"A government should be formed in the state," former chief minister and JMM chief Shibu Soren told reporters in Ranchi on Saturday.

At least four JMM legislators are reported to be playing an active role to form a UPA government. They are - Simon Marandi, Teklal Mahto, Nalin Soren and Lobin Hembrom. These leaders are in touch with the Congress leaders.

"We have launched a signature campaign to form a UPA government in the state. Nine JMM legislators have already signed it and the rest will sign soon. We have the blessings of Shibu Soren," Simon Marandi told reporters.

The Congress is not against formation of a government in the state but is finding it difficult to depend on the JMM. According to sources, when some JMM leaders approached Congress leaders, they were categorically told to take a clear stand.

According to sources, the Congress wants unconditional support from the JMM to form government.

In the 81-member assembly, the JMM, Congress and Jharkhand Vikas Morcha (Prajatantrik) have 18, 14 and 11 seats respectively. The JVM-P is a pre-poll alliance partner of Congress and it supported the Congress in the Rajya Sabha election on Thursday.
