The inquiry commission said on Wednesday that it has finished drafting a five-volume final report on the bombing, but added they still have a lot of work to do.

The commission said in a statement that it has to edit and translate the document before submitting it for a National Security Review. Only then will it be finalised and printed.

The bombing of the Air India Kanishka flight 182 off the Irish coast killed 329 people, including 280 Canadians, making it the largest mass murder in the country's history.

The flight originated in Toronto and had stopped at Montreal before heading to London and Bombay.

The bombs were planted by Sikh radicals to avenge Operation Blue Star -- the Indian Army's storming of the Golden Temple in 1984.

Nearly five years later, on March 16, 2005, a British Columbia Supreme Court judge found Ripudaman Singh Malik and Ajaib Singh Bagri not guilty on all counts.

The commission says the report will be published in five volumes and the pre-publication work "will be completed as expeditiously as possible."
