This is the second incident of its kind this month that a police officer of the rank of an SHO has been fined for delaying delivery of service to an applicant since the government framed and implemented the Public Services Guarantees Act in 2012.

A police official said the district police authority of Kupwara fined SHO Kralpora for delaying verification in respect of Mohammad Yousuf Mir, a resident of Rishigund village of the district.

"A fine of Rs 1,000 was imposed on the cop that will be deducted from his salary under the Public Services Guarantees Act," said the official without giving any details about what type of verification was needed to the applicant.

The act also makes it possible for the aggrieved to demand a portion of money from the fine imposed, if he has to suffer any losses due to the delay.

Earlier in the first week of May, an SHO of Beerwah in Budgam district was fined Rs 1,500 under the Act. In a surprise check that had been conducted by SSP Budgam, it was found that some of employment and passport verifications were not cleared even after lapse of 30 days, a necessity under the Public service Guarantee Act.
