Labour office decisions, advantage employees

A SECRET survey has been conducted by the Labour Commissioner’s office to identify new and unregistered commercial establishments in the city.

A drive against unregistered establishments would be launched by the labour office after the completion of a month-long registration campaign to be carried out from February 15.

A month-long registration and renewal campaign of workshops, commercial establishments and shops would be launched by the labour office from February 15 and would continue upto March 15.

Talking to newsmen here on Monday, Labour Commissioner Sharda Prasad said, “Several camps will be organised to facilitate registration and renewal of commercial establishments.”

Keeping in view the problems confronted by traders, camps would be organised in industrial and commercial areas of the city, added Prasad. “This step has been taken to make sure that traders would not have to make rounds of the treasury office to deposit the requisite fee for registration and renewal, pointed out Prasad.

Besides, the receipt, TR-385 would be issued on the spot to traders in the camp itself, informed Prasad.

Another decision of far-reaching consequences relating to insurance of employer and employees has also been taken by the Labour Commissioner. Shram Jyoti Bima Yojna has been launched by the labour office both for employer and employees. Shunning the National Insurance Company, the labour commissioner has roped in ICICI Lombard for this project.

Justifying the appointment of a private insurance company by shunning its earlier partner, the Labour Commissioner said, “The terms and conditions offered by ICICI Lombard are very lucrative.”

In case of death or disability of an employer Rs 2 lakh would be given while Rs 1 lakh would be given to an employee as per the agreement between the labour commissioner and ICICI Lombard, informed Prasad.

Not only this but Rs 20,000 would be given to an employer and Rs 10,000 to an employee for meeting medical expenses, informed Prasad.

Besides, Rs 5,000 extra would be given for bearing orthopedic expenses and crutches, if any, after the accident, to both employer and employee.

Pointing out other finer points of the MOU signed, the Labour Commissioner said, “The immediate fallout of the accident is the negative impact on the education of the victim’s child.” Therefore, as per the MOU signed with ICICI Lombard, a financial assistance of Rs 5,000 to two children of the victim would also be given, informed Prasad. And in case of death of an employee, Rs 2,500 would be given for his cremation, added Prasad.

Fulfilling the long pending demand of commercial establishments and shop owners, the closing time has been extended upto 11 pm from the existing 8 pm.
This decision has been taken at the special request of traders of Nodia and Ghaziabad, who were losing out to their counterparts in Delhi in terms of revenue. “Traders of Nodia and Ghaziabad complained that they were losing their customers because of the fact that shops and commercial establishments in Delhi were open till 11 pm, while in UP upto only 8 pm.”

Certain conditions have also been imposed on traders by the labour commissioner. “Overtime to those employees who will be engaged by employers for more than 48 hours in a week. And a compulsory weekly off to employees of such commercial establishments, which are open all seven days in a week,” informed Prasad.

Provision for dropping a lady employee to her house after the night shift has also been made by the labour office. While a lady employee who is not willing to work late in the night will not be forced be the employer to stay late in the night.
