The other three are Chaudhary Jagjit Singh and late Raghunath Sahai Puri, former ministers, and Jugal Kishore Sharma, former chairman of Amritsar Improvement Trust.

The committee was instituted to look into the charge that a 32-acre plot of Amritsar Improvement Trust was exempted from taxation over four years ago during Capt. Amarinder Singh’s tenure, despite written objections raised by various bureaucrats.

After the committee chairman, Harish Rai Dhanda, tabled the report, Congress MLAs, led by Rajinder Kaur Bhattal and Capt. Singh, stalled the proceedings twice, forcing the Speaker to adjourn the House.

Dhanda concluded in the report that as no member of the panel had any objection to the findings, appropriate action be taken against the guilty.
