The states have their own safeguards for protecting environment, Chavan said at a recent function.

There is need for more autonomy to the State Government to develop badly needed infrastructure by taking decisions on its own, a copy of Chavans speech, released by his office, quoted him as saying.

On the issue of Coastal Regulation Zone (CRZ) norms hindering work on the airport, Chavan said the CRZ norms have restricted the development of cities to a considerable extent.

This difficulty is felt particularly in Mumbai, where 32 per cent of land comes under CRZ and therefore, cannot be developed of full potential. Many important infrastructural projects are held up for want of clearances under the CRZ Notification, he said.

Having completed all requirements for initiating development of the airport, the project is stuck up for want of clearance from the Union Ministry of Environment as a large part of the proposed airport comes under the CRZ, Chavan said.
