Highlighting the delay in starting work on the international airport at Navi Mumbai, Maharashtra Chief Minister Ashok Chavan has favoured more autonomy to the state government to develop badly needed infrastructure, by taking decisions on its own.
The states have their own safeguards for protecting environment, Chavan said at a recent function.

On the issue of Coastal Regulation Zone (CRZ) norms hindering work on the airport, Chavan said the CRZ norms have restricted the development of cities to a considerable extent.
This difficulty is felt particularly in Mumbai, where 32 per cent of land comes under CRZ and therefore, cannot be developed of full potential. Many important infrastructural projects are held up for want of clearances under the CRZ Notification, he said.
Having completed all requirements for initiating development of the airport, the project is stuck up for want of clearance from the Union Ministry of Environment as a large part of the proposed airport comes under the CRZ, Chavan said.
The need of a new airport should be a major concern, not only for Maharashtra but also for the entire country as the existing airport at Mumbai is stretched beyond its capacity, the Chief Minister said.
