Pakistan-based terrorist organisation Lashkar- e-Taiba (LeT) was plotting an attack on Gujarat chief minister Narendra Modi and was surveying targets in southern India in 2009, US intelligence cables leaked by whistleblower website Wikileaks suggested.
A cable sent on July 19, 2009 from the US embassy in New Delhi to Washington detailed a plot involving Pakistani handlers and Indian members of the LeT aimed at carrying out three “tasks” including targeting Modi.
The cable mentions LeT member Shafiq Khafa preparing for the “operations” with an Indian-based operative called Hussein who in turn would coordinate plans with another India-based associate called Sameer.
“The tasks were associated with a possible operation against Gujarat chief minister Narendar Modi, the establishment of a training camp, and unspecified work involving a car,” the cable said.
The cable also carried crucial details of intelligence inputs of Khafa attempting to establish LeT bases in southern India.
“Pakistan-based Shafiq Khafa prepared in mid-June with India-based associate S J for possible operations in India. Khafa was looking for information on possible training sites in the Indian states of Tamil Nadu, Karnataka, and Kerala,” the cable said.
The plan included setting up two teams in southern India that would rely on the support of LeT members from India, Sri Lanka, Pakistan, and Nepal, the cable said.
