The MP civil service conduct rules 1965, framed under Article 309 of the Constitution, say that “No government servant shall be a member of, or be otherwise associated with, any political party or any organisation which takes part in politics and nor shall he take part in, subscribe in aid of or assist in any other manner, any political movement or activity” {Section 5(1)}

It is thus clear that the ban is not limited to a political party but extends to “any organisation which takes parts in politics”. And there can hardly be any two opinions on whether the RSS takes part in politics or not.

That the RSS is a political organisation is apparent by the fact that its avowed objective is to create a Hindu Rashtra. And creating ‘Hindu Rashtra’ is an unambiguously political objective.

In 1978, in an affidavit submitted before the Joint Charity Commissioner, Nagpur, the RSS had itself admitted that it was a political entity. ‘We may not be a political party but our objectives are political-like’, said the affidavit, signed by former RSS supreme Prof. Rajendra Singh and Shri Bhaurao Deoras, younger brother of another RSS chief Shri Balasaheb Deoras.

Moreover, it is a well known fact that RSS functionaries keep on entering and exiting the BJP on ‘deputation’ as ‘organisational secretaries’.
