THE CENTRE will discuss with states on November 10 the far-reaching recommendations by a high-powered committee on Police Act, according to Union Home Secretary V K Duggal.
A meeting of state Chief Secretaries and Directors General of Police has been convened here on November 10 to discuss the changes proposed in the nearly 150-year-old Act, he told reporters on the sidelines of a BSF passing out parade here.
The Police Act Drafting Committee headed by noted jurist Soli Sorabjee has suggested drastic changes in the Police Act which include a fixed two-year tenure for Directors General of Police and separate wings for law and order and crime investigation duties.
Duggal said three copies of the report each have already been sent to each state for study. The report, submitted to Union Home Minister Shivraj Patil, suggests independent mechanism to look into complaints of public against police and ensuring that there is no “extraneous” pressure for transfer or suspension of police personnel.
Key recommendations of the panel, constituted in September 2005, aim at ending corruption among policemen, breaking their nexus with mafia and, at the same time, ensuring better working and living conditions.
The Committee, during its 40 meetings, considered wider perceptions of the public about police and took note of the recent amendments to policing legislations in Britain, Ireland, South Africa, Pakistan and Sri Lanka.
