The ministry has submitted a report in this regard to cabinet secretary Ajit Seth.

Return of Kashmiri Pandits to the Valley and zero tolerance towards illegal Bangladeshi migrants were key campaign issues of the BJP.

Sources said the issue of forming National Counter Terrorism Centre, which Modi had opposed as the Gujarat chief minister, is not likely to figure in the ministry’s report.

The ministry has put together a plan for rehabilitation of Kashmiri Pandits and their security. The ministry is likely to state that infiltration from Bangladesh has decreased but has not stopped as fencing along the 4,096km-long Indo-Bangla border is yet to be completed.

The ministry will also stress on frequent interaction between the leaders of central and state governments in order to better implement the Union government’s development and security agenda.
