Under the required proforma in the statutory rules of the Juvenile Justice (Care and Protection of Children) Act, the SIR would be prepared by a Probation Officer, who is not a police personnel but a holder of a Post-Graduate degree in Social Work.
The report will contain details of the boy's behaviour, interests, habits, past indulgence, friends circle, family history, socio-economic status and moral values of his family.
It will also detail the boy's relationship with his parents, whether any of his family members were involved in any crime, the reputation of his family, opinion of his school authorities, friends, neighbours and acquaintances about him and his family.
The other three conditions that the Juvenile Justice Board would consider before granting bail to him -- after considering his application -- would be whether he will get in touch with bad elements after his release and whether his bail would expose him to moral, physiological and psychological danger.
The court would also consider if the bail would defeat the purpose of justice.
